I'm sure that's true Jim ... some folks do try to stuff more material into these flat rate envelopes than was intended ("if it fits ... it ships" credo). However, such was not the case in my experience. My envelope contained ten 3-ring pages of room keys. One would think that the postal clerks would use some common sense judgement and determine if it was the intention of the mailer to get away with something by gaming the system.
