Seems like I just keep finding more and more error cards that are missing the magnetic stripe. This one is from the Mahoney's Silver Nugget and Opera House Casinos in Las Vegas, NV. It's the 2nd issue card with the balloons and streamers and again, missing the magnetic stripe yet still has the shiny clear laminate on the back.
