The Vegas.com website is a bit coy - it indicates you can use the "card" if you book a hotel through Vegas.com, and they seem to have a long list of participating hotels - but they avoid saying whether you can use the "card" if you book through another source or directly through the hotel's reservations desk.

Caveat emptor.
